I got a new server and dont know how to run anything. I dont know how to take my vbulletin from my host to my server, and I dont have zend installed.
Can someone do this for me?

Unfortunately, we cannot assist you with moving your site over. However, once you have vBulletin up and running in the new location, we can offer assistance getting vBSEO running. Please open a support ticket once you're ready.
Man... This has ruined my week.
My site has been down for 2 days, and all becasue I spent the extra money for a new server.
I dont even know how to use the backup.
I have the backups from everything, but when I try to use them, it tells me that I have no permissions to create the new database after importing.
Anyone kind enough to help.

Are you moving FROM GoDaddy, or TO GoDaddy? If TO, you should know that GoDaddy is not recommended for vBulletin hosting due to restrictions they have on their accounts. Try a search for GoDaddy on vBulletin Community Forum - Powered by vBulletin
I am moving from Godaddy Hosting, To a Godaddy Dedicated Virtual Server.
I have been running Godaddy hosting for a while now without problems.
I just dont know how to move my site to the server.
I started getting pm's just now... they want about $60 for it. That is darn steep!
I am working down the prices
The lowest is $30 for a complete transfer/zend install/server config.
Thats a little more reasonable.
