What is CHMOD 666 and 664?

I followed the instructions for installing all the VBseo components thru my FTP client (binary) and everything seems to be working perfectly on my forum. The VBSEO copywrite info shows at the bottom, the vbseocp.php shows up fine, and there are the new additions showing in my forum AdminCP.....

but i couldnt figure out what "CHMOD 666 the config_vbseo.php file means?

I just skipped that step and everything seems to have installed fine, and now at the end it says to "CHMOD 664" the same file after configuring VBSEO.....

How on earth do I do that? Sounds like gibberish to me.

You need to change the permissions of the config file to make it writable, so that you can go in and save your license key as noted in early steps of the installation.

If you have a system admin who normally handles server related things, this is something they would know how to do for you.

Or, you can try here: Tutorial for chmod

Basically, you need to Telent or SSH into your server and use the CHMOD command to make the vBSEO configuration file writable.
