vbseocp.php redirecting to itself?

I am trying to access the vbseocp.php, but it keeps redirecting to itself and I never actually get to where i can change any settings.

Any idea what could be wrong? I am running fastcgi/windows 2003/ ioncube 5.2/php 5.2/isapi_rewrite full

The forum itself works fine, I just would like to be able to use the control panel instead of editing the config file manually.

I tried looking in the config_vbseo.php, and the define('VBSEO_LICENSE_CODE', ''); field is not filled out, not sure why. I dont recall receiving anything I could enter there(only have an order #).

maybe try re-uploading the file in Binary mode.
if it still doesn't work, I'd submit a support ticket with ftp access
