What is your online users count within 15 minute cookie timeout ?

Do you have any kind of accelerator installed within your server ?

Without this i can only say that your server has too much CPU power but only a little RAM

As i said your server doesn't have balance between CPU amount and Ram amount. You have 4 cpu's which is good but if you leave your server with 2 gb ram that means you dont need that many cpu power.

Can you also answer other questions please :

1. Do you have any php accelerator installed ?
2. Why do you have 2 versions of Php installed ?
3. Do you have any datastore accelerator ?
4. Did you try moving .htaccess rules within httpd.conf ?

Please try moving .htaccess to httpd.conf and try enabling eaccelerator within vBSEO Control Panel.

Can you also supply us with a phpinfo page within the ticket you created.

another thing i just thought of...

check your chown on the write directories. they may still be owned to the old server.
