I just upgraded the way the instructions shows from 3.1 to 3.2. Now no rewriting works. Its just like VBSEO is turned off or something.

Since this is a closed developer server i dont have a seperate liscense for it. If the liscense is not working does it turn VBSEO automaticly off?

Yes, if it says "Unregistered" in the footer, then it will not function. You will need to open a support ticket and request a test license for that installation.
