I don't know what CRRs are, but I have the EXACT same problem at The Cayman Club, I turned off tag parsing by VBSEO but it still parses the final tag link (cloud works ok).
Did the OP open a trouble ticket yet? If not I am happy to do so.

Update: it looks like you have Apache's "MultiViews" option enabled for your site.
You should either:
1. disable it by adding this in .htaccess file
2. or select other tag URL formats to remove "tags/" folder from links since it has the same name as "tags.php" file.Code:Options -MultiViews
Possible URL formats (examples):
tags.html
tags-[tag].html
