Problems charset and "Add Titles to External Links"

I'm having problems with this feature and some few URL's

For example:

http://www.minedu.gob.pe

My output is

[url=http://www.minedu.gob.pe]MINEDU - Portal del Ministerio de Educaci

I noticed this page is using "charset=iso-8859-1"

Is there any way to fix it?

Es lo que escribí, cuando alguien publica ciertos URL's, sencillamente el mensaje se corta. He notado que este problema se presenta cuando el charset de aquellas páginas -desde donde se extraerá el título- es: "iso-8859-1"
