Exclamation Migrating to new server with problems

OK I will try to keep it as short as possible. hear is what we are trying to do.
We have a very modified vBulletin site running php5.2.0 and zend 3.2.2. We are getting ready to relocate to a hosting company and setup a staging server to attempt the migration first. In installing the new server we decided to go ahead and upgrade to php5.2.3 and zend 3.2.8. now hear are two problems we are having.

The static URLs are not functioning properly, so all of our data is lost. Our developer I think linked alot of content to the static URLs so it is not finding where it needs to be.

Second propblem is that no matter what, everytime you load a clean IE7 page and hit the URL the first time you wil get a page cannot be displayed error untill you refresh. This is all on the staging server. So we were going to try and go live but can't have all the people get a page cannot be displayed the first time they come to our site.

We have been fighting this for days thinking it was our servers, I even reinstalled php 5.2.0 thinking it might have been that, but to no resolution.. Our dedicated server is going up friday and our investors want this site up by monday or they pull out, putting me in alot of debt. Please HELP....

    You guys are the best...

    Hello,

What is the error you get?

You should open a support ticket to assign this URL as a testing instance to your license.

Make sure that your new server has ISAPI_Rewrite installed and you have rewrite rules entered correctly in httpd.ini.

it has nothing to do with vB... ISAPI rewrite is the "mod rewrite" of IIS.

OK not understanding, why i never had to do this before, looks like software that i have to purchase and install, the orginal vbulletin doesnot have this, unless my site developer added it later, which i have emailed him to verify this...

    ******updated******

    developers response:

"Actually you do have install ISAPI_Rewrite and modify httpd.ini because that is what processes the urls before vBulletin ever does.
    It redirects everything to VBSEO.
It was being used on the test server. I had to make one change to it, but I didn't set it up."

Did vBulletin set this up on install, or VBSEO? cause i figured i would be able to transfer files over to new server and as long as database was working all was good... now it looks like i will have to install vbulletin, vbseo and then over write it with my site? does this sound like i am on the right track here?

ok finding out i do not have a mod rewrite on the new server.... cannot find out how it got installed on the old server. I setup vbulletin on the new test server and installed vbseo on it , enabled it and it did not populate this mod rewrite.. looks like the program that was installed before was called helicon .. is this at all part of vbseo? cause i have never seen it before, my developer had to tell me it was there, and where it was.

    A++++ Service

I fought with this issue for over 4 days before I posted this issue, it was the fact that I had my URL mod or whatever it is (i still am not sure) not properly setup. They had this issue resovled in 10mins of them logging on to my server. The service this company has is unbeatable and if anyone has ever had any questions reguarding this product, I will say I just wish all comapnies had the level of service and knowledge these guy have. They have earned my business for life...
