When I uploaded and ran the ioncube-loader-helper.php file it gave me the same error. It asked me to place it where the encoded files need to run. I am assuming I place this file in the forum root? or inthe file ioncube file.

most likely, in your case older version of ioncube is already installed in php.ini, so you will have to update ioncube files specified in php.ini (or disable ioncube in php.ini file).
Probably you will need root access to your server for this (other you should ask your hosting support to perform these changes). Let us know if you need our assistance.
