Install issues

Having a bit of a problem with install. I've uploaded all the files (made sure they were in binary), but I get this error after install when going to the vbseocp.php page:

Fatal error: Call to undefined function: () in /home/pokerown/public_html/forums/upload/vbseocp.php on line 506

I've searched on these forums for that error and the solution seems to be to reinstall making sure the upload is in binary which I have done. What's strange about my issue is that if I don't chmod the config_vbseo.php file the password choice page comes up fine (but obviously I can't choose a password). When I chmod 666 the config_vbseo.php file the error above results.

Hopefully I've layed that out pretty well, any help would be appreciated.

make sure that you have correct vBulletin's includes/config.php file in original location.
