Error when posting any link vbseo duplicate the post :s HLEP

Hey everyone,
I've got a lil tiny issue ever since i updated my VBSEO plugins.

now whenever i or anyone post a link in a reply or new post there's an error msg that comes with this link :S http://www.se4m.com/forums/function.mb-convert-encoding
and something wrong in line 47.
now if change the value in that line from 1 to 0 it's the same as switching the plugins off ain't it ?
but it also help me with the duplicated posts :s
can anyone help plz ?
also what's the best setting for the plugins ? however i don't want to rewrite the links!

Please try to open your config_vbseo.php

Find

define('VBSEO_RECODE_TITLES',          1); 


Change 1 to 0 and check if the problem is still the same
