Cyrillic Title Posts have HORRID URLS

Below is an example of a Cyrillic URL for a post. The thread title is: "[Russian BBC] Кремль: действия милиции были "чрезмерными""

vBSEO is totally butchering the display of the URL. I would rather just have it display the thread number.html, but most of my site uses English titles and having the full thread title in the URL is helping return good search results. Is there any way that I can fix this on a forum by forum basis? I could put all the news in Russian in a separate forum if that is what it takes. However, I would much prefer this to be fixed generally so that I can have Cyrillic titles anywhere. Thanks.
