The last three lines of output when I run the create sitemap script are:
[create sitemap file] filename: sitemap_1.xml.gz, number of urls: 14941 [9s (+0s)]
[create sitemap in text format] part #2 [9s (+0s)]
[create sitemap index] filename: sitemap_index.xml.gz, number of sitemaps: 1 [9s (+0s)]
When I try either of those files, I get a 404. I've tried both site root (where the file used to be) and the forum root, same result.

Make sure that your vbseo_sitemap/data/ folder permissions are set to 0777.

I just checked that and it already had those permissions, no apparent change to anything.

Can you provide us with ftp access via support ticket to check this issue?
