No, everything works! I wanted to know why I had this problem
In some server confguration Apache doesn't support [L] attribute in rewrite rules and still processes rewrite rules after finding sitemap rewrite. As a result, it passes rewritten URL to vBSEO, which is not correct. Moving the sitemap rule below in the list resolves the issue.
