uploading stopped in my tracks

what does this step mean

B. License your vBSEO instance:

1.CHMOD 666 the 'vB-root/includes/config_vbseo.php' file.

I tried skip it an go to step 2 but got a url error message!

it means you need to open your site with an ftp client, and make the folder writable.

you've probably done this before for attachments/upload folders (usually 777).

The file needs to be writable, so that when you save your settings, the settings can be written to the file.
