most likely, you're missing the htaccess file.
I just moved my forum from
www.domain.com/forum
to
www.domain.com
I placed code in my .htaccess file to redirect old urls to the new ones but it looks like vbSEO is processing those links first. Is there any way to just have it redirect www.domain.com/forum/url.html to www.domain.com/url.html?

You should add the following in root .htaccess right after "RewriteEngine on" line:
Code:RewriteRule ^forum/(.*) http://www.domain.com/$1 [L,R=301]
