can you view your sitemap in a browser?

ie, http://www.domain.com/forums/sitemap_1.xml.gz

will that load?

What is your option in the vbseocp.php for: Forum Pagination in the Forum URL Rewrite Settings (Note that you will need to hit the + arrow to find this)

Forum Pagination :

f[forum_id]-[forum_title]&page=[forum_page].html

is this wrong ?

yeah, you shouldn't use the & or the =

try
