what does the vBSEO licence give me?
that price of $149 allows me just one year of updates? is like the vBulletin licence? if so, there's a renewal plan to make it valid for another year at a lower price?

Yes, it works the same as vBulletin. You get free updates for a year, but the version you have is yours forever. (Meaning, you don't have to renew to keep running the version you have. You only need to renew if you want to download new versions.)
