Transliteration and URL structure

I'm sorry, I'm speaking english not so well.
Our company want to buy vBullettin with vbSEO, and I have some questions about your product:

1. Can vbSEO work with non-English forum's names, in our case: Russian, and conver it into transliterated links. I don't post example, because may be you don't know russian. I hope you understood me.

2. Can vbSEO work with structured URLs from forum's structure, ex.:
Main Forum (1)
-Subforum (2)
--Forum in SubForum(3)
(1) must have URL: [forumURL]/main_forum/
(2) must have URL: [forumURL]/main_forum/subforum/
(3) must have URL: [forumURL]/main_forum/subforum/forum_in_subforum
