Question before buying another vBSEO license

I have created another vBulletin board which is extremely new.
Is it worth to spend money on a new license or should I wait to have more content?

Current forum stats: Threads16Posts36

I keep create content, but I don't know if it's the right time to buy vBSEO since it may have no effect at all.

By the way if you have any tips for me on how I can promote a new vBulletin board, please let me know. (currently I registered it to some directories, installed sitemap, set up robots.txt etc...)
