1 149 dollar 1 time??
2 setup fee after setup must i do any thing to it (i am a noob add this lol)
3 how it works to get higer rank in like google by word ??

1) vbseo is licensed just like vB. 149 = lifetime purchase and includes 1 year of updates/support. After 1 year, its $35 to renew the license for support/updates, however, it is optional, as your license as purchased can be used forever.

2) you can have a member of the support team install for you for an additional charge (just like vB does), but if you can install vB, you can certainly install vbseo. It's just a ftp transfer, and installing a plugin in the ACP. Then, all you HAVE to do is save your license key. Any other settings/options are optional, and the system comes with working defaults in place (which are more than fine)
