ya just ask the seller to raise a support ticket here to transfer the license to your forum url.

The best thing that you could do is to get the URL of the user that his vBSEO is on, and you can ask PM one of the support staff to know if the license is valid or not.

Then once he/she removes all of the vBSEO files (product, htaccess, and files uploaded to ftp) from their website, they should open a ticket and request the change of the owner on the license.
