download access expired?

I let my download access expire but now I want to renew it. I see that there's a $35.00 charge but at the bottom it says that if I want to upgrade to the latest version of vbseo I need to pay $149.00 Does that mean that even if I pay the $35.00 for download access I need to pay $149.00 to upgrade my vbseo license to the latest version?

The line item you see at the bottom is for your NEXT license. If you have multiple active licenses, this price drops, as per our: New vBSEO Bulk Discount Policy

I had the same error message and I only emptied cache and could restart the download properly.
