could i install vbseo to another domain

if i change my domain to another domain, could i get my vbseo for free for a new one?

this vbseo.com look like error on my mozilla

I don't see a licence assigned to your username, please open a support ticket with your paypal transaction ID, the URL you are Currently licensed to use so that we can resolve this.

Our transfer policy is available here Transfer Policy: Buying or Selling a vBSEO License but as long as:-

• The licence hasn't been previously transfered in the last 90days,
• vBSEO is removed from the old domain
• Your new site meet our EULA
• Your licence is active
