Can vBSEO help my "notices" issue?

I run a large forum (> 8M posts) and was running a google search and noticed the following on my forum pages... Google is no longer taking the META description to display the "description" for the corresponding page. I am using a free SEO package which took the first few hundred characters of the thread and stuck it into the META description.

The problem is this, I have a notice that is always running 100% of the time for guests and members. This notice is updated a few time throughout the day (time-sensitive material).. The problem is, Google now displays the contents of the notice, rather than the threads it is indexing.

You need to find a way for the text of the notice to be positioned away from the top of the document. This means the *code* not where you actually see it. You'll need to play with CSS to do that.
