I have two questions.

Is the vbseo UTF-8 friendly because my site is running in (russian, german, english, polish, and french)

The second question, at time I have a domain which i will change at next time to another. Have I to buy a new license after the domain change?

Yes vBSEO is friendly with UTF-8 . Also you can choose different url rewrite options which you can check at www.vbseo.com/demo

After you buy a license you cannot change your licensed url for 90 days as described within Transfer Policy: Buying or Selling a vBSEO License . After 90 days you can change your licensed url by creating a support ticket.
