No, you can buy today and when your order is processed you can download the latest version. Right now, the latest version is 2.3.2.

2.4.0 is expected to be released today- but there is no guarantee

Still, you may as well place the order and get the process started. If the new version is not available once you are processed, download the current. The sooner you get your URL's reformatted and start removing duplicate content, the better.
