Where are the signature rules?

Where are the signature rules / permissions listed for this forum... looking but I cannot find them. Have I gone blind from reading too many threads tonight

I don't think there are rules per say. One thing worth noting is that for your signature to show to guests you must exceed a certain amount of characters in your post. Not sure on the amount.

At the bottom, you will find the Signature Permissions.

Correct.

vBSEO Owners (IIRC) have their signatures shown on all posts.

People who haven't yet purchased have stricter rules.
