Where else to go but to the gang who knows it best eh?

I am looking for a designer for my upcoming project. My project will require someone with good working skills with

- VB
- VBseo
- PHP photo

My main requirement is to have someone install all these programs, configure them properly, tweak VBseo to be most effective. I might have to find two people for this project, ideally the person would also be able to design or at minimum have access to good templates to be used on the site for a nice look feel. Using templetes is fine with me to save cost and meet my target price, although the entire match much have matching look & feel and be professional.

Third, the ultimate designer would have experience with RSS feeds. I am looking to have a front section of the forum be updated with articles from a RSS feed. I would also like the ability to add my own news, so I would feel a light backend to handle the entire page would be needed, nothing major though.

My budget is somewhat limited; I'm just starting off, and would appreciate anyone who could help out. My entire price goal for my forum site will be $500-1k ish.
