It's a heavily modified version of the vBSupport hack that is available on vBulletin.org. The modified version is not publicly available, however.

Unfortunately no. We use the modified support system for vBSEO-specific purposes. You might want to put in a request for a modification at vb.org for the developer. The SupportBot feature is a relatively simple implementation.
