If a forum is popular or not has nothing to do with PR, IMHO.
But better SERPs and PR may help to draw traffic and new members, but it also depends on the topic, the atmosphere and the way the forum is run and for how long time it has been running. The website you mention with 30,000+ members is obviously not a new website and ofcourse a new website have less members and posts.
