header/navigation

Hi guys, I need help setting up a header for my site. I want every page to have two top navigations sort of like
iPhone Forums at ModMyiFone.com - iPhone | iPod Touch, news, apps, themes.
I already have vBadvanced installed and working, but am clueless as to how I would add a new image header with site navigation.

I didn't say that I owned that site. I was just referring to their header, and how the navigation is setup. I just wanted to know if someone could point me in the direction of some sample code to help me out.
