If you mean the PR that is shown by the Google Toolbar, it updates a few times a year.

So would it be pretty normal for my 3 week old website to have a pagerank of zero?

Yes. I believe there's a toolbar update 3 or 4 times a year. To get any pr you need incoming links to your site though.

Thanks guys.. I am currently building links to my website. Is there any information around that shows how many links = pagerank?

It's a formula only known by Google, and it's not only based on how many links. It's the quality of the sites that are linking to you also.

It's a secret. But there are rough estimations like one incoming link to any page generally sends a PR value that is one digit lower than the pages it comes from, but only for (new) pr0 sites.

The following examples are only true if the incoming link to your site or page is crawled by Google and if your site has a SE friendly URL.

    Example:

Page A with Pr5 page sends one link to site B. If site B has PR 0, it will receive a Pr4. When the link is removed it will lose this and go to 3,2,1 or zero (most of the time not zero) depending on other links also sending pr.

This is only true for sites with zero PR. If you already have pr4, and another pr5 site/page sends one incoming link you will stay at your pr4. The higher the pr number, the more difficult to get it.

1,2,3 are easy to get. 4 is a little harder, 5 is pretty good, 6 is awesome for a small to medium site. When you reach 7 or 8 you're a very big player. 9 or 10 are for the most popular sites on the web.

    Hope this helps.

Some believe that it's every 3 months average.
