Float in Registration Window

Hello,
In an effort to raise my registration numbers, i'm trying to make a time delayed float in window to suggest the guest registers.

Does any body know if there is an existing way to easily do that?

There was a mod released at vBulletin.org long time ago. I dont remember if it still works for current vBulletin
