Best Video Site Script / YouTube Clone

I am going to start an Icelandic video site in a few months and am looking for a good video site script / YouTube clone. It must have an upload and hotlink ( e.g. from YouTube ) option. If it's easy and relatively 'cheap' to hire someone to make a custom design for it, that would be a plus and of course, a good SEO system is a big, big plus.
