URLs not followed (15)

today i realized something on my sitemap account page.it is saying URLs not followed (15). i looked at these 15 results and find that all of this urls are including special chars like smiley face or ? ) ( etc. then i looked at the google webmaster help center and it says ;

If you use dynamic pages (for instance, the URL contains a ? character), be aware that not all search engine spiders crawl dynamic and static pages. It helps to keep the parameters short and the number of them few.

so why my these urls are not followed? because of this characters ? if yes how can i solve this problem;

i am using vba and my portal page is index.php and my forumhome page is forum.php so what option i have to select in?

option i am using "Redirect to homepage" is it ok?

Do you have "Replace Non-English Characters in URLs?" option enabled in vbseocp?

No its disabled. I am using a special char array in the vbconfig file which is mentioned by lizard king in this forum.

Please open a support ticket with example URLs (domain name is replaced with xxx.com in your post above).
