Site Map in webmasters

i have installed vbseo sitemap and i have genrated sitemap 2 days ago and submited it to webmasters but its still showing URL's in web index 2
where submited ?URL's are upto 48,000
when it index full URL's?

Probably never. It should gradually go up. 80% is considered GOOD fill on a large site. They will never index everything, unless you have like 5 urls.

Talking of webmaster (Google), we have a dynamic pages eg. test.php?xy=123 rewritten to look static to test/123.html. Would you think it a good idea to add test.php as ignore in the 'parameters' in Webmasters in order to avoid Google seeing duplicate content?

Yes it is best to add test.php to your robots.txt

test.php isn't a parameter, 'xy' in that example is.
