Google webmaster tools submitted urls and indexed urls

Hi, on one of my sites, according to google's webmasters tools we have 15,763 URL's in the sitemap that is submitted, but only 1476 indexed URL's, it seems to have been around the 1476 area for quite a while now (at least a couple of months or so), is this normal or should it go up regulary as more urls are crawled??

AS long as your board continues to operate, it should continue to rise. It may only be a few a week, but it should continue to go up.

Monitor it for a week and make a note of each day what it does.

Just a little update.. On the 25th Jan when i started this thread Google webmasters tools was showing 1476 indexed URL's, Today its bang on 1800.. So quite happy with that.. Page Rank is going up and World Traffic ranking is coming down, or up depends how you look at it, the site is just under 474k, we had sat at 2.8million for several months prior to upgrade to vb4 suite.. So quite happy..
