i just signed up for google webmaster tools

under the sitemaps section it says no site maps submitted.... will the sitemaps submitted by vbseo sitemap appear here? or is this section only for sitemaps manually sent?

You Should add your sitemap at the first time manually and then vBSEO will notify all the Search Engines Automatically

smart priority was on, but my priority settings didn't have ranged, just single numbers.. i am now using ranges for each value

i deleted the old *.gz files and *.log files and reran the sitemap

should this fix the problem?

Check Your sitemap in Google now it should work

it has a green box now and it appears to work but...
