Dumb Question?

I have a dumb question :
In my google webmaster tools I show a " PR LOW" this indicates that google did infact give me a PR with highest being my homepage.
I show my site "cache" ... but I am not indexed at all... I mean If I search for my URL in google I get nothing.
I know I need more backlinks with decent PR.... and a ton of time and patience.... but is this normal?

Fix you home page meta tags real quick! Work those backlinks too. I do find it odd nothing is indexed, but I have no history to work with.
