Does extra-urls.txt need to be in UTF-8 format?

    Does extra-urls.txt need to be in UTF-8 format?

    I have a few URLs with & in my extra-urls.txt file.

    Do I need to save extra-urls.txt as UTF-8 format?

    You should use just "&" in the url. Don't encode it, as it is NOT an html document.

    If I just use & I get sitemap error from Google.

    Actually, URLs are added in sitemap extra-urls.txt "as is", and you should use "&" there.
