Quality contents, quality link building and stick around long enough and you will get PR6 or better.
PR is completely useless though if you do not have good position on SERPs

I think link baiting is one of the best ways to get one way link to your site, put a content that people will find quite useful and will link to naturally.
You should also exchange links with sites in your niche, i mean other health blogs. Though Google frown on paid link but if you can find paid contextual link, its worth it as well.

Link baiting is not spam... its the term used to describe coercing people to link to you by offering reward or something useful for example I created a "free" bidding directory script which is actually worth about $40, I give it to people free of charge but one of the term of use is that you must leave the link to my site intact.

So you can say I use that script as a link bait, so you see its now spam.

Its not link exchange, its link baiting. In link exchange you link to people and they link back to you, in link baiting you give then very strong incentive to link to you (one way link).

Link exchange is of little use these days as more importance is given by search engines to trust rank.

This is not a genuine link exchange request, this is just and excuse to spam this board.

Genuine exchange request don't dump their site urls and there is not such thing as PR3 or PR4 soon. You either have a PR or you don't, what make you so sure it will get PRX soon and how soon is soon?
