The best way to build inbound links is to build a website with great content, so that people organically link to you.

Another, more forced method is to contact webmasters with a topic similar to yours and request a link exchange.

This may help a little. Do a search on google for "free advertising forums" and check out those forum's. Perhaps PM the admin or staff there about swapping link's. Those types of forums are similiar to your's almost. I have a list of 13 of those types of forum's but use google instead so you can find what you are looking for. Maybe run contests on your forum to keep members active weekly/monthly.

Hope this helps. Just may sure you keep up on building content on your forum and be patient.

I am not sure how a person can state they are a leading SEO provider and their website has 2 links and no rating

Link bait - is any content or feature within a site that somehow baits viewers to place links to it from other websites. Attempts to create link bait are frequently employed in the overall task of SEO.
