Both of the things you mentioned are true, most valuable contents of your website are not present on homepage therefore it is recommended to back link your valuable contents instead of homepage, ppl dnt have time to dig into your website ..

Google index no follow links, but not transfer any juice to main site. But in case of link building the mixture of do follow and no follow is really good for search engine point of view.

I am agree with your second question but i am not agree with your first question that google gives 20% to home and 80% to other website. Most of the website's home page get majority number of backlinks than other inner pages.

I think good content and relevant information both are important. This will help your site to gain good amount of back links.
