VBSEO Condition for tags to prevent duplicate content penalty?

Hi guys,
1. is there a way to apply to VBSEO a condition to $tags to have tags link off in thread pages if tags have been applied to only one (or two) thread?

2. Can noindex be applied to tags pages that have only one (or two) thread listed?

I think that this mod is a must for VBSEO to prevent duplicate content and tags excess penalty.
