title tags in header

Is it worth putting title tags in the header
You have the meta description and keywords there
A simple edit of the <h1> code on here and place that above the meta tags
Would that be worth trying or would it gain more penalties and wrath from the mighty google
Or even go <title><h1>how deep can the sandbox get google</h1></title>

Most websites you look at, they tend to be title followed by the meta tags
Vbulletin, the contents of the house and garden seem to appear before the tags

Just a thought

heading tags are body markup, not 'head' meta data. Doing so is invalid.
