The vBSEO license must match the Forum URL as defined in vBulletin options. You will need to open a support ticket to transfer it if it is different than the one currently shown in your license list. (on the Downloads page)
Also, you cannot transfer an expired license, so if it is expired you will have to renew first.

Sorry my intrusion, but why need to be renew license to trasfer domain if the license is lifetime?
Because in order to transfer license you need to create a support ticket and only valid license users have access to support ticket area. Also please read Transfer Policy: Buying or Selling a vBSEO License

A new domain does not involve switching from the main url domain to a sub-domain url, right?
Example yoursite.com moving to yoursite.com/forums/
It shouldn't, but just checking.
