Not really, since the URLs still are full of dynamic parameters.

vBSEO makes all URLs appear static, not to mention all the extra keywords you gain by having the URL contain the title of the thread/forum.

The HTML version of vBulletin also does not have a *consistent linking structure*. There are still multiple different URLs to the same/duplicate content.

Also, the fact that individual page extensions is ".html" doesn't really matter... they could be ".blingbling" if you might (btw, you can do this with vBSEO)

The key to vBSEO's true power is achieving link consensus. See, two (and that's only two) entities can possibly build "links-in" to your pages:

    1) A linknaut: someone that finds a resource relevant to another "conversation" (and) links to it from elsewhere.

    2) A web-spider: automatically follows a network of links to determine a resource location and assigns it relevancy.

If said resource can be accessed from different URLs, you are loosing valuable link consensus. You are not maximizing link "juice" to your forum's deep content.

With PROPER rewriting (not just any rewrite), again, PROPER rewriting, you can prevent 1) linknauts and 2)web-spiders from reaching unique resources from different URLs, thus maximizing this link "juice" to your forum threads.

So... back to the .html makes a site "sort-of" SE friendly question?? absolutely not... in fact, it makes no difference.
