Dmoz is maintained by volunteers in categories. It really depends on who is moderating your category if you will get in this week, this year, or this decade.

Tip: Don't add but one site at a time, or they'll say your promoting your website and reject you. ( they did me )
Heck, I thought that was the whole friggin point.....lol
Also read on quite a few sites they are a "buddy, buddy" system there also. :(

I think it took 2 years for me to get listed on dmoz...
It depend on what category and who's editing it. I submitted one of my website and got listed in no time (2 weeks) I was surprised and excited to get listed that fast.
Yes, And also there is some editors needs $$$ to add your site in his category.
One of my sites is 8 years old and still not listed.... I guess they don't like us.
