Which package are you on by the way?

yes, there are shared hostings that support mod_rewrite - you may just contact their support first to find out for sure (the strange thing is that your server platform loads the mod_rewrite module itself, but other apache directive doesn't allow it to work correctly).

Makes no odds to me where the site is hosted so there is no reason not to switch hosts. HostRocket looks fine so as long as the site owner is happy, I'll switch. I like the look of the "freedom" package as this appears to be similar to my current hosting package where I don't get any bandwidth bills...
